They have the highest occupancy rate of any race in the prison system.....
 
Better to keep these dregs of society locked up where they can only harm each other and not the civil, law abiding members of society who contribute to the general society except for the lowlifes on welfare.....
 
Those low lifes are a missed welfare check away from joining other members of there race behind bars, in a cage, where they belong.....
