I received election ballots in my mailbox for someone who left the state years before.  I could have easily filled them out and mailed them in.

Never.  Not even if I knew I’d get away with it.  I do not cheat.  I do not break the law.  But not everyone is as scrupulous as I.

The point is, with so many unaccounted ballots out there, there’s no way of knowing how many of them were cast legally.
