Years ago when she was married she never changed her name with the SS administration. But since she lived her life in the same state and didn't work outside the home she never had any problem.
she then moved to another state and since her driver's license didn't agree with her SS card she wasn't allowed to get a new driver's license or an ID card. the SS office wants to see her marriage license before they'll change the name on her SS card but she doesn't have a copy of her marriage license. The county she was married in doesn't have any marriage license on the internet before the mid 70's and they want you to show up in person to request a copy of the license. The county records are about 300 miles from here and she can't travel that far anymore. so she can't get a state issued photo ID so she can't vote.
